Evaluation of UNAIDS' Joint Programme with key populations

The objective of the evaluation was to assess the relevance and coherence, effectiveness, and equity of the UNAIDS Joint Programme support for key populations at country level over the years 2018-2021 to improve UNAIDS programming with and for key populations under the new UNAIDS Unified Budget, Results and Accountability Framework 2022-2026.

The Euro Health Group evaluation team carried out both global and country work using a mixed method approach combining qualitative and quantitative methods for data collection, review, and analysis. Six countries were chosen for the case studies, covering all UNAIDS regions and a variety of epidemics. The country case studies took place in: Cameroon, Kenya, Peru, Thailand, Tunisia, and Ukraine.

In addition, the team conducted a joint data analysis workshop reviewing the consolidated evidence and findings and revisited the theory of change.
