The audit team focused on four root causes of supply chain weaknesses (as identified by Global Fund OIG in its 2016 Supply Chain audit): country ownership and governance, data reliability, human resources, and funding; assessing how these affect supply chain processes (product selection, forecasting and supply planning, procurement, warehousing, inventory management, and distribution).
After reviewing best practices and industry standards around the world, the team assessed USAID supported supply chain activities in Tanzania, Malawi, Mozambique, and Nigeria (each country with significant USAID program/investment size and varied SCM challenges) to determine whether they address the root causes of supply chain weaknesses and align with best practices.
