EHG Awarded Global Framework Contract for Data Quality Audits (DQAs)
Euro Health Group, as the lead consultant in partnership with Khulisa Management Services (South Africa), was awarded a global Indefinite Quantity Contract (IQC) contract for provision of services to conduct Data Quality Audits (DQA) on behalf of The Global Fund.
Using standardized methods and tools, the DQAs verify the quality of reported data and assess the underlying data management and reporting system. Services include on-site verification of records and paper trails, interviews with key actors involved in data management and reporting, and assessment of data management systems. The DQAs typically control the quality of data related to three or four standard programme-level output indicators.
Until date, EHG has carried out DQAs on behalf of the Global Fund in the following countries:
Indonesia (2013): DQA of the Global Fund HIV/AIDS programme "Indonesia Response to HIV: Government and Civil Society Partnership". The Principal Recipients of the Global Fund grants were National AIDS Council (NAC) and Nahdlatul Ulama (NU).
Tanzania (2013): DQA of the Global Fund SSF (Round 7) Malaria programme "Sustaining and Improving Malaria Diagnosis and Treatment in Tanzania". The PR of the Global Fund grants was Ministry of Finance and Economic Affairs implementing the malaria programmes through the Ministry of Health/ National Malaria Control Programme (NMCP).
Kenya (2013): DQA of the Global Fund SSF (consolidated Round 7 and 10 Round 8) HIV/AIDS Project "Expanding HIV prevention, care and treatment services to reach Universal Access (80% coverage) to reduce both incidence and the associated impact". The PR of the Global Fund grants was Ministry of Finance implementing all programmes through the Ministry of Health/National AIDS Control Programme (NASCOP).
Zambia (2013): DQA of the Global Fund Round 8 HIV/AIDS Project "Scaling up Prevention and Impact Mitigation and Strengthening Health Systems" and Round 7 Zambia TB Programme “Stop TB Strategic Plan Implementation”. The PR of the Global Fund grants was UNDP implementing all programmes through the Ministry of Health.
Angola (2012): DQA of the Global Fund Round 4 HIV Programme “Reducing the Burden of HIV/AIDS in Angola”. The PR of the Global Fund grant was UNDP, implementing the programmes through Ministry of Health.
Bosnia & Herzegovina (2012): DQA of the Global Fund Round 8 TB Programme “Strengthening of DOTS Strategy and Improving National Tuberculosis Programme, Including Multidrug Resistant and Infection Control”. The PR of the Global Fund TB grant was UNDP, implementing all programmes through Ministry of Health.
Ukraine (2011): DQA of the Global Fund Round 6 HIV/AIDS Prevention Project “Support for HIV/AIDS Prevention, Treatment and Care for the Most Vulnerable Populations in Ukraine”. The Principal Recipient (PR) of the Global Fund grant was the NFO All-Ukrainian Network of People Living with HIV/AIDS, based in Kiev.
Namibia (2011): DQA of the Global Fund Round 2 HIV/AIDS Project "Scaling up the Fight against HIV and AIDS in Namibia". The PR of the Global Fund grant was the Ministry of Health and Social Services of Namibia.
Previously, EHG in partnership with the Swiss Tropical Institute implemented the first Global Fund IQC for DQAs. Other similar assignments include DQAs in about 30 countries on behalf of GAVI, implemented in partnership with LATH (UK).
